Tiffany Vinson has served as Senior Homeland Security Coordinator of the City of San Diego since June 2015. Ms. Vinson leads the Strategic Initiatives Unit, which is responsible for the identification, research, testing, and implementation of new and emerging technologies, including unmanned aircraft systems, autonomous ground vehicles, and cybersecurity. Vinson authored the City’s UAS policy to encourage safe operation of drones and is the lead on the San Diego UAS Integration Pilot Program, managing relationships and operations between public agencies and private sector partners representing UAV and software developers, traffic management operators, the communications industry, and UAS operators. She is the City’s first Emergency Operations Center Cybersecurity Branch Director, and has conducted planning and operational support activities for regional special events, including the MLB All Star Game, San Diego Pride, and Comic-Con.
Prior to joining the Office of Homeland Security, Vinson served as Director of Outreach and Policy Advisor to several City of San Diego Councilmembers. Her most recent role was advising City of San Diego Councilmember Kersey, providing analysis on issues relating to intergovernmental affairs, public safety, labor relations, and budget development, including negotiations on the City’s $3.0 billion budget. Vinson also served as lead negotiator for the City of San Diego in the highly-contentious restructuring of the San Dieguito River Park Joint Powers Authority, and was instrumental in facilitating negotiations and approvals of a new fifty-year memorandum of understanding between the cities of Del Mar, Escondido, Poway, San Diego, Solana Beach, and the County of San Diego.
Vinson serves alongside DHS and the Law Enforcement Coordination Center as an Advisory Board member to the San Diego InfraGard Members Alliance, an FBI-affiliated organization that assists in mitigating criminal and terrorist threats, risks, and losses through strategic protection of regional critical infrastructure and key resources. She also serves on the Governor’s Cybersecurity Task Force and the California Homeland Security Strategy Cybersecurity Working Group. Vinson enjoys spending time with her family and is a proud alumna of the University of Alabama.
