Wyman Duggan

Rep. Wyman Duggan was born in Jacksonville, FL and is a fifth generation Floridian. He received undergraduate degrees from The University of the South in Sewanee, TN, where he was a member of Phi Beta Kappa, and his law degree from William & Mary in Williamsburg, VA. He is a graduate of the United States Marine Corps Officer Candidates School, and was a commissioned officer in the Marine Corps Reserve. He is a shareholder and member of the governing board of the law firm of Rogers Towers, P.A., one of the oldest private businesses in Northeast Florida, founded in 1905. He is a business lawyer focusing on land use, private property rights, and economic development.

He was elected to the Florida House of Representatives in 2018, re-elected in 2020, and re-elected without opposition in 2022, representing portions of Jacksonville. He chaired the Civil Justice and Property Rights Subcommittee of the Judiciary Committee in the 2020-2022 Legislature, and is currently chairing the Insurance and Banking Subcommittee of the Commerce Committee. In the 2023 Session, he sponsored HB 1071 Drone Delivery Services, authorizing delivery of goods by drones regulated by Title 14, CFR. The legislation took effect July 1, 2023.
