Mr. Fleming recently retired after being employed by the Federal Aviation Administration (FAA) for over thirty-nine years, with the last eighteen years in the airspace security directorate. He was most recently the airspace security manager of the System Operations Support Center (SOSC). Described as the “Preeminent TFR Authority in the U.S.” by multiple former FAA executives, Mr. Fleming oversaw his group’s rapid expansion in the TFR workspace. In this position he was directly responsible for transforming the group of air traffic specialists into an elite group of airspace security experts responsible for the issuance of flight restrictions in the vicinity of VIPs, National Security events, space launches and law enforcement-related operations.
Additionally, Mr. Fleming’s group was responsible for the authorization of thousands of emergency certificates of authorization (COAs) and Special Governmental Interest (SGI) airspace waivers to support law enforcement, fire response, utility, media and insurance company UAS operations during emergency situations. He was directly responsible for authorizing hundreds of BVLOS operations for law enforcement and critical infrastructure companies. He worked with dozens of law enforcement agencies to get approval for their DFR operations. Mr. Fleming was also the concept creator and program manager for the upcoming Sporting Event Automated Monitoring System (SEAMS) that will be utilized by LAANC and the B4UFLY apps to show real-time airspace restrictions around major sporting events (I.e. MLB, NFL, NCAA football, NASCAR, and IndyCar). This program will greatly enhance airspace awareness for drone operators and event security personnel.
He is a Principal in the aviation consulting firm, UAS LLC, which provides consulting services for public safety, utility companies, media, government and commercial industry operators. Kerry is a board member of the non-profit organization, DroneResponders, which serves as an advocate for the public safety use of unmanned aircraft systems (UAS). UAS LLC offers the most prominent UAS subject matter experts with decades of extensive FAA experience. UAS LLC services include, but not limited to; event airspace management for sporting events and mass gatherings, COA/SGI/COW training, program management, procurement counsel, DFR and BVLOS program expansion, and general aviation operations.
